Legal Alert: Land Transactions

Ministry of Lands, Housing and Urban Development temporarily closes its Ministry Zonal Office, Surveys and Mapping, Land Registry and Land Administration Offices w.e.f. January 4-21, 2020

On January 3, 2020, the Minister of Lands, Housing and Urban Develop-ment, Hon. Persis Namuganza, notified the public that the Wakiso Ministry Zonal Office, Surveys and Mapping, Land Registry and Land Administration (MZO) offices will be closed from January 4, 2020 to January 21, 2020. According to the Minister, the closure is aimed at enabling the completion of the Land Information Systems (LIS) upgrade and the on-job training of the staff of the Wakiso MZO.


On re-opening after January 21, 2020, the notification indicates that the Wakiso MZO will operate at two locations—that is, at (i) Wakiso-Busiro offices based at the new constructed building next to Police; and (ii) Wakiso-Kyadondo offices based at the current MZO location.


The implications of the temporary closure of the Wakiso MZO on the 394,000 Mailo, freehold and leasehold land titles in Busiro and Kyadondo that will be affected are that:

(a) the Wakiso Zonal Officer shall not register any transactions;

(b) the Wakiso MZO shall not generate deed plans since cartographic and survey operations have been halted;

(c) any instruments registered during the closure are not authentic.

This is therefore to advise our esteemed clients that transactions shall be halted during the period as notified and shall resume once the Wakiso MZO has been re-opened at the indicated locations after January 21, 2020.
